Virtual Public Hearing: Bill 2023-02 Maryland Commercial Property Assessed Clean Energy Program (MD PACE)

Bill 2023-02 Maryland Commercial Property Assessed Clean Energy Program (MD PACE) 

The Charles County Commissioners will hold a Public Hearing to consider the proposed Bill 2023-02 Maryland Commercial Property Assessed Clean Energy Program (MD PACE). MD-PACE, or Commercial Property Assessed Clean Energy, is a powerful financing tool that pays for a wide variety of clean energy and resiliency solutions. In 2021, the General Assembly enacted legislation to the existing C-PACE statute, expanding the program (MD-PACE 2.0) to allow environmental remediation and resiliency measures. 

On Tuesday March 28, 2023 at 6:00 p.m. the Commissioners will hear all in-person testimony at the Charles County Government Building, 200 Baltimore Street, La Plata, Maryland.

On Wednesday, March 29, 2023­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­ at 6:00 p.m.  the Commissioners will hear all virtual testimony. 

Individuals or representatives of groups wishing to make oral or written comments are encouraged to attend the hearings. Anyone wishing to testify will be allowed to speak either in person or virtually, but not both.

In-person: Speaker sign-up will begin 30 minutes (1/2 hour) prior to the hearing on Tuesday, March 28, 2023 at the Charles County Government Building (200 Baltimore Street, La Plata) and will end at the commencement of the hearing that night. 

Virtually: Call (240) 776-6709, starting at 8 a.m. on Tuesday, March 28, 2023 to 4:00 p.m. on Wednesday, March 29, 2023 to register to speak. Once registered, citizens will receive a virtual link to join the meeting. Virtual public comments will be heard between 6pm and 9pm on Wednesday, March 29, 2023. 

If you are not available to speak when your name is announced, we have the right to move on to the next speaker. Each speaker will be allotted three (3) minutes. 

Written or voicemail comments may be submitted in lieu of oral testimony, or to expand upon oral testimony, and will be accepted Friday, March 10, 2023 starting at 8 a.m. through Wednesday, March 29, 2023, 5 p.m.  for:
