NOTICE OF PUBLIC HEARING
TO BE HELD ON
OCTOBER 29, 2024

CONCERNING THE PROPOSED ISSUANCE OF BONDS OF
COUNTY COMMISSIONERS OF CHARLES COUNTY

Notice is hereby given pursuant to Section 8-1 of the Code of Public Local Laws of Charles County (the “Code of Charles County”) that the County Commissioners of Charles County (the “County”) will hold a Public Hearing on Tuesday, October 29, at 6:00 p.m., in a hybrid format, both virtually and in person at the Charles County Government Building, 200 Baltimore Street, La Plata, Maryland, to consider the proposed issuance of general obligation bonds of the County in a principal amount not to exceed $73,000,000 for the purpose of financing and refinancing certain buildings, facilities and grounds in the County. Significant projects include: (a) additions and renovations to Board of Education facilities ($16,000,000); (b) various environmental service fund projects ($15,000); (c) Board of Education new school construction ($19,600,000); (d) improvements to various general government facilities ($11,000,000); (e) various park projects ($300,000); (f) various road, bridge, and sidewalk upgrades and drainage system improvements ($4,015,000); (g) various watershed protection and stream restoration projects ($185,000); and (h) various water and sewer projects ($21,885,000).

A portion of the bonds in the amount of $19,600,000 issued to finance additions to certain Board of Education facilities will be issued as New School Capacity Construction Bonds pursuant to Sections 19-615 and 19-616 of the Local Government Article of the Annotated Code of Maryland and Chapter 249 of the Code of Charles County. These bonds are payable first from fair share school construction excise taxes and second from general county taxes. Individuals or representatives of groups wishing to make oral or written comments are encouraged to attend the hearing.

In-person: Speaker sign-up will begin 30 minutes (1/2 hour) prior to the hearing at the Charles County Government Building (200 Baltimore Street, La Plata) and will end at the commencement of the hearing.

Virtually: Call (240) 776-6709 between 8 a.m. to 4 p.m. on October 29, 2024 to register to speak. Once registered, citizens will receive a virtual link to testify between 6 p.m. and 9 p.m. after in-person speakers testify. If you are not available to speak when your name is called, we have the right to move on to the next caller. Each speaker will be allotted three (3) minutes.

Written or voicemail comments may be submitted in lieu of oral testimony, or to expand upon oral testimony,
