Zoning Text Amendment (ZTA) #19-154

Single-Family Attached Residential & Multi-Family 

Notice is hereby given that the Charles County Commissioners will conduct a Virtual Public Hearing on June 8, 2021 at 6 p.m. to consider requested amendments to the Charles County Zoning Ordinance. 

Bill #2021-02 (Zoning Text Amendment (ZTA) #19-154) proposes to amend and codify architectural detailing and site design requirements for single-family attached residential and multi-family development in Charles County.  Land uses applicable to these amendments include 3.02.100 Duplex, 3.02.200 Townhouse, 3.02.300 Multi-plex, and 3.03.000 Multi-family.  The ZTA seeks to amend eleven (11) Articles of the Zoning Ordinance, including Articles II, III, V, VI, VII, XIII, XIV, XVII, XIX, XX, XXI, as well as Appendix A, and Appendix I. The primary topics impacted by the legislation include definitions and provisions associated with accessory uses and structures, architectural appearance, building materials and percentages, building restriction lines, dwelling units per acre (density), encroachment allowances, height limitations, minimum tract size, parking and pedestrian connectivity, recreational amenity requirements, superior design guidelines applicability, and other interrelated use code requirements. 

The meeting will be held remotely via video teleconference.  Persons with questions or requests for more information regarding this hearing may call 301-645-0692.  The hearing is open to the public and public testimony is encouraged. 

To speak during the June 8, 2021 Public Hearing, residents must call 301-885-2779 between 8:00 a.m. and 4:00 p.m. on June 8, 2021 to register.  Once registered, residents will be called between 6:00 p.m. – 9:00 p.m. on June 8, 2021 to testify.  Each speaker will be allotted three (3) minutes.  If a registered speaker is not available to speak when called, the County has the right to move onto the next caller.  

Comments will be accepted May 21, 2021 starting at 8:00 a.m. through June 8, 2021 at 5:00 p.m. by using the e-comment feature at https://www.charlescountymd.gov/government/public-comments/zta-19-154-single-family-attached-residential-multi-family or by calling 301-645-0652 to leave a message.  In addition, residents may submit comments by mail to the following address: Commissioners of Charles County, 200 Baltimore Street, La Plata, MD 20646.  Comments sent by mail must be received no later than June 8, 2021.
