The Code Home Rule issue passed on November 5, 2002's general election. The County Commissioners implemented the new form of government in 2003.

Code Home Rule is one of two forms of home rule for counties permissible under Maryland law.

This site's information, provided by the Charles County Commissioners, highlights some of the differences between the Code Home Rule and Commissioner forms of government .
