Charles County Government has two cable franchise agreements; one with Comcast and one with Verizon. Cable franchise agreements are legal agreements between a local government and a cable company (franchisee) which provide the franchisee the right to construct, install, maintain and operate a cable system on County Public Rights-of-Way in exchange for the franchisee's promise to provide cable service to residents of the County. Each cable franchise agreement details specifically in what areas cable service will be provided.

According to federal laws, County officials can negotiate specific items in franchise agreements including system construction, operation and maintenance; Public access, Education and Government (PEG) channels; subscriber service standards; areas to be served; and compensation to the County. These same laws prevent the County from negotiating other issues such as rates, internet and phone service.

On July 18, 2019 the Charles County Commissioners approved a new 10 year franchise agreement with Comcast.
