VACANCIES

Adult Public Guardianship Review Board

  • One (1) Psychiatrist
  • One (1) Professional representative of a Local Non-Profit Social Services Organization 

The Board provides impartial oversight of the care and services provided for the individuals under public guardianship; reviews the status of health and welfare of these persons; and makes recommendations as to whether guardianship should be continued as established, modified, or terminated. The Board meets twice a year and as needed for emergency situations. Members serve 4-year terms.

Board of Electrical Examiners 

• One (1) Representative with a Master General License 

The task of the Board of Electrical Examiners and Supervisors is to examine the qualifications and capabilities of all persons who are seeking to obtain a Charles County Master or Journeyman electrical license. The Board consist of five members who serve a four year term. The Chairman is appointed by the Board of County Commissioners on an annual basis after receiving a recommendation from the Board of Electrical Examiners and Supervisors.

Board of Social Services 

• Three (3) Citizen Members

The task of the Board of Social Services is to advise the Director and leadership of the agency on policies, programs, and matters of local interest of the local Dept. of Social Services. The Board is charged with raising public awareness of the work of the Dept. and focusing on customer service to all County residents.

Charles County Pension Plan Committee

• One (1) At Large Member

• One (1) Charles County Government Employee

The Charles County Pension Plan (the "Plan") is a defined benefit plan which is sponsored by the County Commissioners of Charles County. Participation in the plan is mandatory for an employee hired on or after July 1, 1991. An open enrollment period is held in November of each year to allow for an employee currently not enrolled in the plan to participate as of December 1 of that year.

The CCPP Retirement Plan Committee typically meets on the first Thursday of every February, May, August, and November from 3:00 to 4:30pm. These meetings are held virtually and limited in-person in the Government Building Conference Room (Blue Room).

Commission for Women 

• One (1) Citizen Member

The Commissioners established the Charles County Commission for Women in 1996 by Resolution #96-34 to better define and identify services needed for women in the county. The Commission for Women works to raise awareness of issues affecting women and families by serving as a conduit between women and existing services and advocating for programs, education, and legislation. Members are appointed by the Charles County Commissioners for 4-year terms. Meetings are held on the second Thursday of each month at 7:00 p.m. Commission for Women meetings are open to the public.

 Commission for Veterans Affairs 

• One (1) Citizen Member

Commission will establish a consistent avenue of communication for our veteran community so Charles County can better understand and address their needs. Members will be sought from membership of various veteran organizations and organizations that affiliate with and/or support Veteran organizations.

The Commission shall consist of thirteen (13) members appointed by and serving at the pleasure of the Board of County Commissioners. The Commission shall consist of no less than eight (8) voting members who are any member of the uniformed services (including active duty, Reservist, National Guard) or have served in the military discharged under honorable conditions. Membership will be sought from, but not limited to, residents who are familiar with, belong to, but not exclusive to the following organizations:

• American Former POW

• American Legion

• AMVETS

• Catholic War Veterans

• Disabled American Veterans

• Fleet Reserve Association

• Gulf War Veteran

• Iraq/Afghanistan Veteran Page 3 of 7

• Jewish War Veterans

• Korean War Veterans

• Marine Corps League

• Military Officers Association of America

• National Association of Black Veterans

• Order of the Purple Heart

• Paralyzed Veterans of America

• Any other organization that affiliates with and/or supports Veterans organizations.

Disability Review Boards - Sheriff's Office Disability/Charles County Pension Plan 

• One (1) Doctor in General Practice Member

The task of the Disability Review Boards are to accept and review applications in accordance with the Sheriff Disability Pension Plan and the Charles County Pension Plan and make a determination as to the extent of disability and benefit payment in accordance with the Plan.

Drug and Alcohol Abuse Council (Charles County)
• Members who work in the area of substance abuse, prevention and treatment

The Council establishes and implement plans, strategies and priorities for alcohol and drug abuse evaluation, prevention and treatment services in Charles County.

Historic Preservation Commission

• Two (2) Citizen Members with demonstrated special interest, specific knowledge or professional or academic training in such fields as history, architecture, architectural history, land use planning, archeology, anthropology, curation, conservation, landscape architecture, historic preservation, urban design or related disciplines. 

The charge of the Historic Preservation Commission is to recommend properties for local historic landmark designation, review exterior changes to locally designated landmarks, and support documentation of historic resources throughout the County.

Interfaith Commission

• One (1) Faith Based Community Member 

The Interfaith Commission shall foster collaboration between and among faith communities, secular communities, businesses, nonprofit organizations, and county government. In pursuing this mission, the Commission shall: Facilitate and, as appropriate, sponsor, or co-sponsor activities that call on collaboration among faith communities, secular non-profit organizations, local business and the Charles County Government; Facilitate meaningful and durable civic partnerships with local religious institutions, academic institutions, faith based and secular non-profit organizations, and other government institutions; Facilitate the communication to Charles County residents of important outreach initiatives that benefit Charles County Citizens, such as grant opportunities, health care information, and other community benefits through its community and religious networks; Harness the resources and voice of the faith communities for advocacy and charitable initiatives; and Maintain a working relationship with County entities whose work is to serve the public good.

Library Board of Trustees

• One (1) Citizen Member

• One (1) Southern Maryland Regional Library Association Member

The task of the Library Board of Trustees is to deal with all aspects of the library, including services, staff, rules and regulations and other functions for the proper delivery of library services. The board meets the first Thursday of every month at 6:00 p.m., except either July or August. 

Mental Health Advisory Committee

• Citizen Members

The task of the Mental Health Advisory Committee is to review and make recommendations regarding services and facilities for mental health programs in Charles County. The Mental Health Advisory Committee is responsible for reviewing and recommending services and facilities for mental health programs in the County. Members serve three-year terms. Meetings are held on the third Wednesday of each month at 9 a.m. at the Charles County Department of Health, White Plains. 

Nuisance Abatement Hearing Board

• Three (3) Citizen Members 

• One (1) Ex-Officio Member

 The task of the Nuisance Abatement Hearing Board is to hear citizen complaints regarding unsightly accumulation of paper, junk, vehicle parts, trash, garbage, leaves, etc. and if more than 1 foot high, grass, weeds, uncultivated vegetable growth, briars, bush and plants on private property. The board meets the second Wednesday of every month at 5:30 p.m.

Resilience Authority 

• One (1) Citizen Member

The Resilience Authority of Charles County (The Authority) is a quasi-governmental, non-profit financing organization located in the State of Maryland that will pool, disseminate, and invest capital; link private, state, federal and philanthropic funding to public infrastructure projects by viewing them as investment opportunities; and advance economic development initiatives and other public benefits by targeting resilience investment projects. The Authority will function to address the problems identified in enabling legislation: 2020 Maryland Senate Bill 457 (Local Governments – Resilience Authorities – Authorization) which allows for local governments to create a Resilience Authority by local law to accelerate infrastructure financing, reduce the cost of implementation, and mitigate and manage the risks of climate change.

 Sheriff's Office Retirement Plan Committee (SORP) 

• One (1) At Large Citizen Member

The Charles County Sheriff’s Office Retirement Plan (the “Plan”) is a defined benefits plan which is sponsored by the County Commissioners of Charles County. The Plan was established on July 1, 1973, to provide a measure of financial security for Sheriff's Office employees and their families during post-retirement. Participation in the Plan is mandatory for all Sheriff’s Office employees.
