ARPA Funds for Surface Transportation Projects

Newly available uses of ARPA State and Local Fiscal Recovery Funds 2023 (SLFRF) includes Surface Transportation projects. Recipients using SLFRF for these uses must supplement, not supplant, other federal, state, territorial, Tribal, and local government funds (as applicable) that are otherwise available for these projects.  Funds may be used for costs incurred from December 29, 2022, must be obligated by December 31, 2024, and expended by September 30, 2026 (3 months earlier than most eligible uses). The County could utilize these funds under the Pathway 2 category, Streamlined Framework, which is surface transportation projects NOT receiving funding from the Department of Transportation. Recipients are not required to obtain Treasury approval prior to using funds on Surface Transportation projects under Pathway 2.  Eligible projects include highway, bridge, or other road projects eligible under title 23, United States Code.  The term "maintenance" means the preservation of the entire highway, including surface, shoulders, roadsides, structures, and such traffic-control devices as are necessary for safe and efficient utilization of the highway.
