NEXT STEPS: Charles County will apply for New Artwork Project Grant funds from the Maryland State Arts Council (MSAC). Charles County has a long-standing and ambitious program to redevelop the Old Washington Road corridor which consists of the original early 20th century commercial strip. Located between US 301 to the west and the CSX railroad to the east, Old Washington Road is envisioned to redevelop as a pedestrian friendly mixed-use area that would support future light rail. Over the last decade Charles County has completed significant planning and design work related to land use and infrastructure. While we have seen some private redevelopment interest, the area currently shows signs of economic decline and a lack of investment. Recent efforts by County Preservation and Long-Range Planning staff are focused on near term projects that can show meaningful incremental steps forward toward a more ambitious future vision.
Through a public arts program, we seek to create interest, activity, identity, and reinvestment as we inch forward toward the long-term vision. As a redevelopment strategy, the Waldorf Public Art Program will help create a unique sense of place that reflects community values, character, history, and culture. This project will also create synergy with other placemaking initiatives soon to begin in the corridor, including the Façade Improvement Program and Old Washington Road Streetscape Project.
In January 2023, an inclusive and equity-building Creative Placemaking Workshop was held with community members, artists, business owners, and stakeholders to address the desired site of the first public art project:
Elite Gymnastics and Recreation Center, 2745 Old Washington Road, Waldorf, MD
The goal was to generate ideas and themes for one or more specific projects at this site and its vicinity. The result was an overarching Vision Plan or point of departure for the creation of a public art program in the Waldorf Urban Redevelopment Corridor. The Plan consists of ten short-and ten long-term goals that address some of the most popular ways to create attractive, inviting, and engaging creative spaces. The foremost goals included pocket parks and landscaping, seating, murals, asphalt art, lighting, and sculpture. Some of the needs that we seek public art to consider include safety, pedestrian connectivity, and creation of a sense of place.
This Call for Artists seeks proposals to implement a key long-term goal for the space: a pocket park and outdoor space with public art as its focus. The space is intended to be enjoyed by those that attend programs at the facility, their families, and the community. The project should incorporate two- to three-dimensional sculpture, seating, walkways, and landscape design features with attention to elements that would be easy to maintain. The primary project area is located in front of the facility but artists have the option of incorporating two smaller grassy areas that also front Old Washington Road and an underutilized parking area adjacent to Old Washington Road. Particular attention should be given to pedestrian circulation which links the facility’s main and rear entrances with the features of the pocket park. Two site limitations have been identified: flagpoles must remain in place and artwork cannot be mounted to the building surface.
As the overarching goal is to create a vibrant and welcoming outdoor place—where currently none exists— unity of design and concept should be a foremost consideration. It should also appeal to visitors of all ages on both visual and conceptual levels. Ultimately, this project will serve as an ongoing engagement tool for the community, which in turn will help activate and catalyze other activity in the corridor.
Current Use & Theme
Elite Gymnastics & Recreation Center is a 29,000 square foot year-round facility that houses a variety of recreational gymnastics programs as well as a competitive gymnastics team. The recently renovated facility also features a toddler gymnastics area, multi-purpose recreation room, an observation area/lounge, and the region’s first sensory room. The facility offers a variety of programs including outdoor summer camps and fitness classes. Primary building access is located on the north, however, a secondary doorway is located on the south that can be utilized more in the future. The parking area on the south side of the property is underutilized for parking but is occasionally used for structured activities such as Zumba and youth summer camps. Public art at this location should evoke the art of movement as well as draw on the wider themes of recreation and the overall vision of the Waldorf Urban Redevelopment Corridor.

Artist Budget
Artists will be required to submit a detailed budget outlining their costs for the work, materials, travel, insurance, transportation, and installation. Artists will be expected to adhere to their budgets, as no additional funds will be provided if exceeded.
Project Budget
A budget of $50,000 is identified for the project, assuming a successful awarding of a Maryland State Arts Council (MSAC) Public Art Across Maryland (PAAM) New Artworks Project Grant. Allocation of funds for the project will be determined by the proposals and budgets. A $1,000 stipend will be awarded to the winning proposal for the project design.
Maryland State Arts Council Acknowledgement
The design must include written acknowledgement to the Maryland State Arts Council as follows:
"This project is supported in part by the Maryland State Arts Council (msac.org)".
Also, if possible, the acknowledgement should also include the MSAC logo which can be downloaded at Recognizing MSAC Grants

Public Artwork Design Reveal and Artist Meet-n-Greet

On or Before April 14
The County will apply for the New Artwork Project Grant funds from the Maryland State Arts Council (MSAC). The execution of the project is contingent upon the county receiving this grant.
Mid-June 2023
Artist will be notified if grant was awarded and notified to proceed with their project.
December 9, 2024
The installation must be completed.
Residency Requirement
- Artists must be a Maryland resident (owning or renting residential real property in Maryland at the time of submission of the application and throughout the funded project or program). Local artists (Southern Maryland) are especially encouraged to apply.
- Fifty percent (50%) of artists in collaborative groups must meet the residency requirement
Agreement and PAAM Guidelines
Artist(s) must enter into an agreement with Charles County and comply with all PAAM Guidelines which include:
- Experience Requirement - Artists must show applicable experience on similar scale public projects.
- Age Requirement - Single artist applicants and all members of a collaborative art group application must be 18 years of age or older.
- Educational Enrollment - The applicant(s) may not be enrolled in any matriculated high school, undergraduate, or graduate degree program at application or during the life of the project.
- Application Limits - Only one application per project or program will be considered for funding.
Insurance
The selected artist must have or be able to obtain general liability insurance including bodily injury, property damage and products liability with minimum limits of $1 million per occurrence and $3 million annual aggregate. Charles County Government will need to be listed as additional insured with a Certificate of Insurance (COI) with endorsements provided annually. The general liability policy shall be occurrence based.
In their application materials, the applicant should demonstrate:
- Artistic or design excellence, technical merit, and interaction potential.
- Experience in permanent public art installations with a proven ability to complete artwork at a scale appropriate to this project.
- A community engagement process to generate ideas and inspiration.
- Sustainable design and the ability to meet Durability and Maintenance Criteria
Durability and Maintenance Criteria
Permanent work is expected to be permanent; that is, easy to clean, safe to the public, not subject to deterioration, and not be an ‘attractive nuisance’. Finalists and selected artists are responsible for developing appropriate material selection and installation for long-term exterior exposure. Artist shall identify maintenance and conservation needs prior to the installation of new works and may be asked to engage an expert to assess durability in unusual areas if necessary.
Documentation of Maintenance and Conservation Requirements
All public art will eventually need some form of maintenance and conservation. Therefore, it is important to have a clear understanding of each artwork’s maintenance and conservation requirements and any special qualifications required for those who will carry out the work. The commissioned artist will be required to submit a standardized Maintenance and Conservation worksheet at the completion of the project. This would include information such as a listing of all materials used, fabrication techniques and a recommended cleaning schedule, any special qualifications of maintenance personnel, etc.
Five Point Technical Review
Proposals will be subjected to a five point technical review as follows:
- Materials Durability: Includes site preparation materials, paints, pigments and anti-graffiti coating or other needed measures against vandalism.
- Methods Durability: Includes elevation from ground, balance, proximity to moisture, exposure to salt or UV.
- Maintenance Needs: Includes how often artwork needs cleaning, what type of cleaning and propensity of materials to develop mold or damage overtime.
- Site Preparation: Includes any necessary materials and techniques for preparing the site.
- Installation Safety: Includes safety of materials and techniques and proposed installation methods, materials, and equipment.
